THAT’S TROUBLE WITH A CAPITAL “T” THAT STANDS FOR TENNESSEE
The TN lottery/scholarship is already in trouble, as revenues will not likely be high enough to pay for the expected scholarships in just a couple of years. The chief sponsor wants to raise the requirement from a ACT score of 19 to 23 or a 3.0 GPA. You might recall, that 23 was the score required of homeschoolers until just this past legislative session. Now, everyone may be in the same boat.
The other proposal, to drop the ACT requirement and just mandate a 3.0 GPA would create a serious problem for homeschoolers. Home educators in TN are really on the ball; I’m sure they won’t let this one slip through.

Let’s see uhhhh…50% of education lottery revenue for prizes…uhh another 35% for “administration” of the lottery. That leaves 15% of education lottery money for scholarships. Yep, that’s right in line with government efficiency standards. Gee, let’s lower the qualifications to a 19 on the ACT – you know -to keep the best and brightest students in state. That’s the purpose after all… At least the inventor of the internet didn’t get our electoral votes. Sheesh! |

I’ve maintained from the beginning that the lottery is a stupid tax. The woman in charge of it is making between $300,000 and $400,000 per year and not a single kid has even started college yet on the scholarship. |

Don’t forget that at the approved state institutions where you can spend your lottery voucher, that half of the tuition is “paid” by the state already. What happens when they are flooded with all the 19’ers waiting to spend their lottery vouchers? Who will build the new classrooms, hire new professors, maint. staff, etc.? The lottery is an unfunded mandate! |

Don’t worry, a bunch of the kids who slide in with ACT 19 and GPA 3.0 won’t be eligible for a second year. |

Why is anyone surprised that the lottery is already projected to lose money? The GA and KY lotteries were in financial trouble before the TN particulars were hammered out. I’ve read a couple of articles that anticipate the Board of Regents universities (MTSU, ETSU, etc.) having to spend upwards of $1 million per year for the infrastructure related to more students. And UTK is going to have to keep open two older dorms in order to house the additional students. I’m not against gambling in general — but am against government sponsored gambling. I hope they can nip this in the bud, but I doubt it…. |
